MINUTES OF THE MEETING
UNIVERSITY OF HOUSTON SYSTEM
BOARD OF REGENTS
ACADEMIC AND STUDENT AFFAIRS COMMITTEE

February 1, 2005

The Academic and Student Affairs Committee of the University of Houston System Board of Regents convened in the Melcher Board Room of the Athletics/Alumni Center on Tuesday, February 1, 2005. Noting the presence of a quorum, Chairman Gonzalez called the meeting to order at 8:00 a.m.

Dr. Strickland presented the following items for review by the committee:

  1. Bachelor of Arts in Philosophy – UH-Downtown. Board approval is requested to establish a Bachelor of Arts degree in Philosophy. The program will examine areas of inquiry such as logic, ethics, and political philosophy. Sixty-five students are anticipated by the fifth year. Five new courses will be added to the curriculum, to be absorbed by the current faculty; as such, the new program will incur minimal new expense – UH-Downtown.
  2. Freshman Admission Policy – University of Houston. Board approval is requested for a Freshman Admission Policy at the University of Houston. Requirements for admission to certain individual colleges and/or departments may be more rigorous – University of Houston.

    Regent Cemo requested a report on the comparison of the Fall 2004 and Fall 2005 freshman class resulting from the change in the policy. He recommended a comparison be done annually and reported to the board. The regents discussed the lack of diversity in certain colleges and asked Dr. Strickland to furnish them with a status report.

Regent Golden moved approval of the items as presented. Regent Rose seconded the motion which passed unanimously. The committee will present these items to the board for approval at the February 17, 2005 meeting.

The following items were presented for information:

  1. Mission Statements and Tables of Programs – UH System. Dr. Strickland discussed the proposed Mission Statements and Tables of Programs. This item will be placed on the February 17, 2005 agenda for consideration by the Committee and the Board.
  2. Doctor of Education in Educational Leadership- UH-Clear Lake. Dr. Staples reported on the proposed degree and noted that it was part of the Tables of Programs discussed by Dr. Strickland. This item will be placed on the February 17, 2005 agenda for consideration by the Committee and the Board.
  3. FY 2005 Sponsored Research Activity, Division of Research – UH System. Dr. Art Vailas presented the Sponsored Research Activity Report. Dr. Vailas announced that this report will be placed in the Consent Docket beginning in May, but that his annual report will be placed on the regular agenda for discussion by the regents. Dr. Vailas will also provide the regents with updates on major research projects during future committee meetings. The regents agreed with Dr. Vailas’ suggestion and identified several areas of interest. Chair O’Connor mentioned the recent article in The New York Times regarding the transgenic zebrafish developed by UH researchers and asked Wendy Adair to furnish the regents with a copy.
  4. Academic Presentation – Dr. Robert Wimpelberg, Dean of the University of Houston College of Education provided the board with an overview of the programs and activities of the college. The regents requested a copy of Dr. Wimpelberg’s presentation.

All documentation submitted to the Committee in support of the foregoing action items, including but not limited to “Passed” agenda items and supporting documentation presented to the Committee, is incorporated herein and made a part of these minutes for all purposes.

There being no further business to come before the committee, the meeting adjourned at 9:15 a.m.
